Add export to feature for user sets

The list sets page now displays a download icon if the set being displayed is owned by the authenticated user.
Clicking on the icon will prompt the browser to save a UTF-8 encoded CSV file.
Note that Excel for Windows doesn't handle UTF-8 encoded files well. The user needs to convert the file to shift-JIS encoding in order to properly display the file in Excel.
Notepad and other Windows apps appear to handle it properly though...

It can be, but there's no point.
The double quotes on the other fields are there because they could contain commas.

If you have an app that breaks because of the lack of double quotes on the first field, let me know.
